Neal Carter CEng FICE MAPM MIoD
Neal is a successful Programme Director for Costain, most recently leading the delivery of the complex programme of enabling works for HS2 across London. He joined the Costain business in 2006 after graduating from Loughborough University with a first-class degree in Civil Engineering. He became a Chartered Engineering in 2010 and is one of the youngest to be admitted as a Fellow of the ICE. He also holds membership of the Association for Project Management and Institute of Directors.
With Costain he has held delivery roles in rapidly increasing seniority, including the works to rebuild the railway tunnel for Tesco Gerrards Cross and building a new business stream as lead for the UKPN Eastern Power Networks 132kV overhead line programme. Over 2016-17 he held the role of Group Risk Manager, reporting to the PLC Audit Committee.
Neal is passionate about the role civil engineering plays in society, delivering better outcomes in performance and for those communities our work serves. At the HS2 enabling works he championed the delivery of £115m of impact social and local economic value through schemes that gave five people previously sleeping rough on London’s streets jobs and better futures, 215 workless people job starts and over 11,000 young people engaged with STEM topics. Neal continues to support and champion professional development for people across the industry. He has recently taken up a post as a Governor at a local federation of two primary schools.
