Emma Osborn

Emma Osborn is Network Rail’s Passenger Strategy Director for Wales and Borders, working with Transport for Wales and the Welsh Government to develop a blueprint for rail reform in Wales and Borders, as well as delivering commercial and timetabling services to train and freight operator customers. Working in the rail industry for over 28 years, Emma has undertaken various senior leadership roles around the UK including managing relationships with train and freight operating companies, planning and delivering safe and successful engineering works, heading up the fourth biggest road fleet in the UK, leading major transformation programmes and as commercial director for Network Rail’s Wales & Western region. Emma also devotes time and positive energy to championing equity, diversity and inclusion, focussing especially on supporting some of our wonderful employee networks.
