Emma Osborn

Emma Osborn is Network Rail’s Passenger Strategy Director for Wales and Borders, working with transport for Wales and the Great British Railways Transition Team to develop a blueprint for rail in Wales and Borders as well as delivering commercial and timetabling services to train and freight operator customers. Working in the railway industry for 25 years, Emma has undertaken various senior leadership roles including managing the commercial relationships with train and freight operating companies, planning and delivering safe and successful track access and logistics for major engineering works, heading up the fourth biggest road fleet in the UK, managing major transformation programmes and more recently, commercial director for Network Rail’s Wales & Western region. Emma also devotes time and energy to championing diversity and inclusion, focussing especially on mentoring and supporting women as well as actively supporting black, asian and ethnic monitory colleagues inside and outside of Network Rail.
